Additional HCD Rules



The Mobilehome Parks Act authorizes HCD to adopt regulations regarding a variety issues. Topics that may be of particular interest to manufactured home owners follow.

Animals – Pets may not roam free in parks according to HCD regulations. Home owners may not allow animal droppings to pile up so they become a health hazard. “Mobilehome Parks and Installations.” Title 25, Article 2, Section 1114.

Trash Removal – Home owners must keep spaces clear of garbage. Park owners are responsible for keeping the common areas clear of trash. “Mobilehome Parks and Installations.” Title 25, Article 2, Section 1120.

School Impact Fees – Owners of manufactured homes when first installed on spaces constructed after September 1, 1986 may have to pay school impact fees. “Mobilehome Parks and Installations.” Title 25, Article 7, Section 1338.5.

Showers and Toilets – Some parks may allow mobile homes that lack toilet, shower, and laundry facilities. HCD rules require that parks provide shower, toilet, and lavatories based upon the number of dependent homes allowed. “Mobilehome Parks and Installations.” Title 25, Article 2, Section 1112.


Outside Lights – Park owners must maintain lights and illuminate roadways and walkways from sunset to sunrise. Park buildings such as restrooms and laundry facilities should be lighted if residents use them during dark hours. Mobilehome Parks Act. Section. 18602.

Earthquake Resistant Bracing – Installers must obtain a permit and use bracing systems that HCD has certified. Bracing systems may be installed by home owners or licensed contractors. If an installation requires excavation beneath a manufactured home, the installer must obtain the park operator’s approval. “Mobilehome Parks and Installations.” Title 25, Article 2, Sections 1370.2, 1374.5,  1374.4.

Fuel Oil Tanks – Spaces may not have more than two fuel oil tanks according to HCD rules. No more than 150 gallons of fuel oil can be stored on a space. Tanks may be located no closer than five feet to any lot line or roadway. “Mobilehome Parks and Installations.” Title 25, Article 4, Section 1234.
